This month APCICT will be launching the "Academy of ICT Essentials for Government Leaders" in Cambodia and Myanmar in partnership with the National Information Communication Technology Development Authority (NiDA) and the Civil Service Selection and Training Board (CSSTB), respectively.
Towards Bridging the Digital Divide, Training Workshop Strengthens Capacity of Cambodians on the Essentials of ICT for Development
The National Information Communication Technology Development Authority (NiDA) of Cambodia in collaboration with the Asian and Pacific Training Centre for Information and Communication Technology for Development (APCICT) will launch the “Academy of ICT Essentials for Government Leaders Programme” (Academy) in Cambodia next month.
As part of the launch, the First National Workshop of the Academy will be held on 9-12 March 2010 in Phnom Penh. Prior to that, a partnership agreement signing ceremony between APCICT and NiDA will take place in the Republic of Korea, and presided over by Dr. Hyeun-Suk Rhee, Director of APCICT and H.E. Dr. Phu Leewood, Secretary General of NiDA.
The four-day training workshop aims to create awareness and enhance knowledge on the effective use of information and communication technology for development (ICTD) among the Chief Information Officers, senior government officials of ministries and agencies, representatives of international development agencies, and trainers who are committed to building national ICT capacity through the Academy Programme. Fifty participants are expected at the workshop.
The Academy consists of a comprehensive ICTD curriculum with eight modules that begin with ICT basics and build up to more advanced ICTD topics. The workshop will focus on the first three modules - on the linkages between ICT and the Millennium Development Goals; ICT for development policy, process and governance; and e-government applications, and will be delivered by authors of the Academy curriculum – Dr. Usha Rani Vyasulu Reddi and Dr. Nag Yeon Lee.
This ICT human capacity development programme is an important component of NiDA’s e-government project – the Provincial Administration Information System (PAIS) that puts in place the infrastructure, hardware and software for an integrated information system for government services. The Academy aims to strengthen government officials’ competencies to effectively use these e-government tools to improve public service delivery.
APCICT Teams Up with the Civil Service Selection and Training Board of Myanmar to Boost National ICT Capacity
APCICT in partnership with the Civil Service Selection and Training Board (CSSTB) will be organizing the First National Workshop of the Academy in Pyin Oo Lwin, Myanmar on 29 March – 3 April 2010. At the inaugural ceremony, an APCICT-CSSTB partnership agreement will be signed by Dr. Hyeun-Suk Rhee, Director of APCICT and H.E. U Kyaw Thu, Chairman of CSSTB.
The upcoming event will provide training to mid-level officials from CSSTB and 15 government ministries in an effort to integrate the effective use of ICTs in different sectors. The workshop will also impart training to trainers nominated by CSSTB and other agencies with the aim to build a cadre of local resource persons that will play key roles in rolling out the Academy Programme throughout Myanmar. In total, fifty participants are expected at the workshop.
The Academy provides a comprehensive curriculum on the fundamentals of leveraging ICTs to achieve development goals. In the six-day workshop, participants will be trained on the first three modules of the Academy focused on: 1) the linkage between ICT applications and meaningful development; 2) ICT for development policy, process and governance; and 3) e-government applications.
Academy workshops have been held throughout Asia and the Pacific in Afghanistan, Cook Islands, Indonesia, Kiribati, Kyrgyzstan, Mongolia, the Philippines, Republic of Korea, Samoa, Tajikistan, Timor-Leste, Tonga and Tuvalu.
