This month APCICT will be collaborating with ADB and NIA in organizing the first of three national consultation workshops, starting in the Philippines, as part of the project on "Improving Public Services through ICT." APCICT will be also be launching the Briefing Note Series and the fourth issue of ICT World Today.
APCICT Collaborates with ADB in Organizing National Workshops on Improving Public Service through ICT
The Asian and Pacific Training Centre for Information and Communication Technology for Development (APCICT), the Asian Development Bank (ADB) and the National Information Society Agency (NIA) of the Republic of Korea will be jointly organizing national consultation workshops in Mongolia, Philippines and Viet Nam, as part of the project on “Improving Public Services through Information and Communication Technology (ICT).”
The first national workshop will begin in the Philippines on 22-25 February, followed by Mongolia and Viet Nam on 1-5 March and 8-12 March, respectively. Participants of the workshop will include senior government officials from ministries/agencies of ICT, Chief Information Officers of selected line ministries and partners of the “Academy of ICT Essentials for Government Leaders” (Academy), a flagship capacity building programme of APCICT.
Detailed requirements of the project outcomes, namely e-Government Maturity Model, ICT project guidebook and sector specific e-Government roadmaps, will be discussed and agreed upon during these consultation workshops.
The project implementing agencies for the respective country components will be the Information Communications Technology and Post Authority in Mongolia, the Commission on Information and Communications Technology in the Philippines, and the Ministry of Information and Communications in Viet Nam.
The project aims to improve the knowledge, skills and awareness of policymakers, line ministries, project managers, and other stakeholders in the three targeted countries to formulate, direct and/or implement ICT policies and programmes by applying appropriate ICT maturity assessment, participating in the learning programmes, and developing ICT roadmaps and strategies.
APCICT Publishes Briefing Notes and a Journal on ICT for Development
With the vast amount of information published on ICTD and the lack of time many decision makers face in retrieving and processing the information, APCICT will be launching the Briefing Note Series that aims to provide at-a-glance information of key ICT for development (ICTD) issues for policymakers.
The first set of eight Briefing Notes focuses on policy considerations drawn from the eight modules of the Academy of ICT Essentials for Government Leaders Programme. They examine the linkages between ICT and development, ICT policy and governance, e-government applications, ICT trends, Internet governance, network and information security, ICT project management, and funding modalities.
In general, APCICT will release six to eight Briefing Notes per year. The series will include: 1) highlights of research, assessments and surveys; 2) policy considerations drawn from the Academy modules; and 3) key challenges and lessons learned based on analyses of best practices and case studies. The topics will relate to current and emerging issues and challenges, and ways in which ICTs can empower people and organizations to achieve their development goals.
APCICT is also pleased to present the fourth issue of ICT World Today, a bi-annual publication developed by the Korea Information Society Development Institute with support from APCICT. This fourth issue is focused on “ICTs and Innovation - Facing the Emerging Global Issues."
The briefing notes and ICT World Today publication will be available online in early February on the e-Collaborative Hub (or e-Co Hub – http://www.unapcict.org/ecohub). The e-Co Hub is APCICT’s dedicated online platform for knowledge sharing on ICTD. It aims to enhance the learning and training experience by providing easy access to relevant resources, and by making available an interactive space for sharing best practices and lessons on ICTD.
Past issues of ICT World Today focused on the socio-economic impact of ICTs; ICTs and environment; and broadband and mobile communications for development are also available on the e-Co Hub.
