This APCICT knowledge resource is the inaugural issue of the Knowledge Sharing Series (KSS). The resource explores the importance of institution building to effectively develop ICT capacity for national socio-economic development. It outlines the necessity of developing a common vision and strategies, directing and securing resources, defining roles and responsibilities, and promoting coordinated efforts and partnerships that makes ICTD possible and effective.
The KSS is intended to complement APCICT's Academy of ICT Essentials for Government Leaders (Academy), a comprehensive ICT for development (ICTD) capacity development programme. The KSS was developed as a result of strong demand by APCICT partners for thematic learning materials that can offer a practical, action-oriented insight into the broad ICTD-policy framework provided by the Academy modules. The specific contents covered in the KSS include step-by-step guidelines, concrete strategies, best practices, and case studies.
Prepared with the support of the Ministry of Strategy and Finance of the Republic of Korea, each issue in the Series focuses on a specific ICT for Development (ICTD) theme, programme or project, and offers an end-to-end road map that can help policymakers in their planning, implementation, monitoring and evaluation processes.
