Academy of ICT Essentials for Government Leaders

The biggest challenge facing the developing countries of the Asia-Pacific countries in introducing digital technologies in all spheres of life is not the technologies themselves, nor issues associated with infrastructure, connectivity or access, but the fact that most countries in the region lack the technical human capital that is required to make a go of these tools and technologies. UN-APCICT's modular training programme targeting government leaders will go a long way towards their understanding of the role that these new technologies can play in meeting national development needs in education, health, good governance, business, trade and much more.

- Shahid Akhtar, Project Advisor,UN-APCICT Academy of ICT Essentials for Government Leaders

Today, information and communication technologies (ICTs) are widely accepted as essential tools for reducing poverty, enhancing human development and achieving the Millennium Development Goals (MDGs). However, without visionary policy makers and other ICT-capable government officials the promise of a better future through the use of ICTs is unlikely to be realized.

As part of UN-APCICT’s mission (mandated by the United Nations Economic and Social Commission for Asia and the Pacific) to equip policy makers and other government officials with the essential knowledge and skills they need to fully leverage opportunities presented by ICTs to achieve national development goals, the Academy of ICT Essentials for Government Leaders was born.

The Academy was developed, through a multi-stakeholder consultative process involving policy makers, experts in ICT for development (ICT4D) and educators. It has a core curriculum of eight ICT4D modules that aims to help policy makers fully utilize the potential of ICTs for reaching out to remote communities, increasing access to information, improving delivery of services, providing healthcare for all, promoting lifelong learning, and ultimately, bridging the digital divide and achieving the Millennium Development Goals.

The eight modules are:

1 - The Linkage between ICT Applications and Meaningful Development
2 - ICT for Development Policy, Process and Governance
3 - e-Government Applications
4 - ICT Trends for Government Leaders
5 - Internet Governance
6 - Network and Information Security and Privacy
7 - ICT Project Management in Theory and Practice
8 - Developing Diverse Funding Structures or Options for Funding ICT4D

All modules are being finalized for formal publication. Meanwhile, the latest draft of the modules (as and when they are available) can be downloaded by clicking on the links above.

Additional modules may be added after the release of the initial eight titles.

Supporting the Academy is an online distance learning platform (the APCICT Virtual Academy or AVA) that is scheduled to be launched in the fourth quarter of 2008. A CD-ROM version of AVA will be produced for those with no or limited Internet access.
