testIT has been Sri Lanka's Licensee since November 2002. Like in most developing countries, Sri Lanka's state sector is known to be hesitant and laid back in the use of technology. Until last year, IT literacy levels and PC penetration within the Government was extremely low. It is for this reason that the Government of Sri Lanka was exploring a quick
but affordable solution to introduce ICT skills and competencies for the public sector in order to manage and administer the forthcoming e-government projects.
