The Participatory Web - New Potentials of ICT in Rural Areas
This document provides a systematic overview of Web 2.0 experiences made to date in Africa, Asia and Latin America, and explores the potential of the participatory web to improve living conditions in developing countries and regions. The report specifically documents the social networking aspects of Web 2.0 solutions that offer people in rural areas a platform for networking and knowledge exchange, and notes the general challenges of low connectivity, low literacy rates, lack of media competence to use the web and well functioning models to provide and target information. The report highlights projects that have started experimenting with the 'read and write web' and achieved new approaches to use information and communication technologies for development (ICT4D).

Using Mobile Phones to Improve Educational Outcomes: An Analysis of Evidence from Asia
Despite improvements in educational indicators, such as enrolment, significant challenges remain with regard to the delivery of quality education in developing countries, particularly in rural and remote regions. In the attempt to find viable solutions to these challenges, much hope has been placed in new information and communication technologies (ICTs), mobile phones being one example. This article reviews the evidence of the role of mobile phone-facilitated mLearning in contributing to improved educational outcomes in the developing countries of Asia by exploring the results of six mLearning pilot projects that took place in the Philippines, Mongolia, Thailand, India, and Bangladesh.

Innovative Farmer Advisory Systems Using ICT
This paper looks at the remarkable progress witnessed over the past 10 years in the use of ICT in African agriculture, especially in the area of farmers’ access to market information. The paper examines the various projects have been developed to integrate ICTs into the dissemination of agricultural information to farmers. It is argued that Farmers Information Services at both the national and regional level are promising new fields of research and applications in the emerging field of e-agriculture.

The importance of introducing a course on information and communication technologies for development into the information technology curriculum
This paper studies the role and the importance of Information and Communication Technologies for Development (ICT4D) education in Information Technology (IT) programs. The research included students who attended an ICT4D course at the New York Institute of Technology, at the Amman Campus, between 2006 to 2009.
ICTD Case Study 2: ICT for Disaster Risk Reduction
The second issue of the Asian and Pacific Training Centre for Information and Communication Technology for Development’s (APCICT) ICTD Case Study Series, ICT for Disaster Risk Reduction, discusses the ways in which ICT has positively impacted the various phases of disaster management. Noting the use of ICT during and in the immediate aftermath of disasters like the Indian Ocean Tsunami, and most recently the Haiti Earthquake, the case studies examine the important role ICTs play in disaster preparedness, response and mitigation. Case Study 2 shares the lessons learned by disaster management practitioners who have deployed ICT in response to disasters in countries like Bangladesh, China, Sri Lanka, and Haiti.
